• Say what you are going to do

• Set up a study group to decide what steps need to be done to be able to do what you say

• Implement a plan to get up to the minimum

• Train a group that will periodically determine if the standard you set is being met

• Set up a reporting group who will detail what the inspection group finds

• Repeat, and bring in an outside inspector every two years.
